Combine first 4 ingredients, stirring well with a whisk. Cover and chill.
Arrange arugula evenly on bread slices. Separate beef into 16 sections. (Number of slices will vary to the thickness you have the deli slice it.) Place sections of beef slices and about 1 tablespoon chilled sauce over each bread slice. Arrange capers and cheese evenly over sauce.
